This movie is "Duck and cover"

The movie is about 9 minutes long and was produced in 1951, shown to the public in 1952 at the time when the Soviet Union was performing huge scale nuclear weapon testing. It features a turle that "ducks and covers", which was thought to attract the attention of children.
